Hi Peretz, Since the inside connection is that of a hairsbreath, we should be lenient by tefillin & mezuzot and allow the removal of the thin line. There is no CHAK-TOKHOT in this as the letter is not lacking in its TZURAH.
In Sifrei Torah, there are many that would cancel the shape of the letter.
