DeletePrimarily because in many cases the words are so close together that if they were supposed to be one word, it would be kosher.

משנה ברורה שם קמג - אות קטנה שהוא יו"ד, ובדיעבד אין לפסול אלא אם כן נראית כתיבה אחת לתינוק

ויהיה בין תיבה לתיבה כמלא אות קטנה, ולא יקרבם ביותר שלא יהיה שתי תיבות נראות כאחת. ואם שינה, שהרחיק בין האותיות עד שהתיבה נראית כשתים, או שקירב שתי תיבות עד שנראות כאחת, פסול

So we see, that we can not פסל based on our calculated measurement.
Rather, it's judged by the way it actually appears to be read.
And to be pointed out,
The accuracy and experty of this Sofer, that his spacing between words are always more than between the rest of his letters.
